Dr A P J Abdul Kalam, former President of India exhorts voters to choose righteous candidatesPodUniversal Edition 68

India will be electing her 15th Lok Sabha shortly and the Election Commission has already initiated the election process. India is the world's largest democracy and this election will be the biggest election on the earth with the participation of 714 eligible voters.

India Vision 2020 Group, the popular online group of patriots has started the "Celebrate Democracy - Vote India" campaign. As part of the campaign, we got the exclusive audio message from former Indian President Dr A P J Abdul Kalam. In his message, he says

"a great opportunity provided to us to elect the members who will be guiding the destiny of the nation for the next five years. The right to vote is a sacred right and an onerous responsibility that we owe to the motherland. The dawn of beautiful India is in our mind and then in our deeds. The deed for the day of the election for us is to cast our vote and be a proud contributor to the success of the spirit of democracy of the largest and dynamic democracy of all democracies. Dear friends, let us all go ahead and exercise our fundamental right to vote and elect the righteous candidate."

He has also set 5 Point Mission to the MPs who will be elected to the 15th Lok Sabha. Dr Kalam feels that we should give the MPs the task and then we need to evaluate their performance. He also wants a 'movement' should start for this.

Radio jockeying and Film production - skills needed

Sujatha, Radio Jockey, Radio MirchiPodUniversal Edition 67

Many of the youngsters want to become a good Radio Jockey (RJ) or to join the film production. There is a misnomer that any person who is a 'non stop talker' can become the RJ. In order to get the right information for the aspiring youth, on behalf of PodUniversal, I interviewed Ms Sujatha, a well known RJ of Radio Mirchi.

When the first FM station was launched in Chennai (probably in the entire South), in 2003, Sujatha was the first RJ to give her voice on air through FM. A print journalist turned broadcast journalist, has also made her mark in the film productions. She has worked with the popular actor Kamalahasan in few films. She is a multifaceted personality and she hosts the show in Radio Mirchi.

In a freewheeling conversation with me, Sujatha has explained the skills that are needed to become a good RJ. She has also offered to guide the aspiring youth to become a good RJ. Please listen to her interview by clicking 'play button'. (11 minutes)

Computer networks globally are under vulnerability risk - How to resolve?

PodUniversal Edition 66

Globally, computer networks are under heavy risk. Many of the networks are highly vulnerable for being hacked. If the companies using IT networks do not take care of the 'Information security' aspects, and if there is any data theft from their computers, legally the companies are liable to the customers or to the aggrieved parties. This will also result in the reputation and business loss.

Not only the IT companies should worry about the Information security, but also the Non-IT companies who are using IT networks have to address this issue urgently.

While the companies go for ISO 9000, they do not get the certification for ISO 27001, which takes care of the information security. Nowadays, many of the International companies insist on ISO 27001 for awarding any projects. In future, the companies, who are not certified with ISO 27001 may not be able to get the projects at global market.

On behalf of PodUniversal. we interviewed Mr N R Krishnakumar (Director - Operations), DNV, one of the Global Certifying Authorities and Mr M L Srinivasan, CEO, ChennaiNet, a Vulnerability assessment expert and ISO Auditor to understand the latest trends and risks.

S K Kharventhan - a top performer in 14th Lok Sabha

S K Kharventhan, Member of Parliament, Palani constituencyPodUniversal Edition 61

In the closing session of 14th Lok Sabha, Hon'ble Speaker Mr Somnath Chatterjee expressed his serious concern over the poor performance of the members. He also shared that nearly 24% of Lok Sabha time was wasted in shouting. We also published a poodcast from Mr Era Chezhian last week in this issue, expressing our serious concern.

Now, the media has started analysing the performance of the Members of Parliament in 14th Lok Sabha. While, we blame the members for non performance, we thought, we should also appreciate good performers, who took their job seriously. We have decided to feature some of the top performers, who are the motivators for other Members.

14th Lok Sabha had 14 sessions during the tenure.

Mr S K Kharventhan, Member of Parliament (Congress) from Palani (Tamilnadu) Constituency has emerged as one of the top 5 performers in the 14th Lok Sabha (all 14 sessions combined) in the following areas:

1. Issues raised under Rule 377 : Members can raise important public issues under Rule 377 to draw the attention of the Government and the Public. Mr Kharventhan stood as No 1 in raising such issues. He has raised 377 issues. (Average is 6 issues per member - 176 members did not raise any issue)

2. Question hour is an important time for raising questions on public interest. The average questions raised by the members in the 14th Lok Sabha is 167 per member and 78 Members did not raise any questions. Mr Kharventhan has rasied 1200 questions and remains in the top 5 performers under this category.

3. Participation in debates: There is a general feeling that Members did not participate in the debates in connection with legislative business, bills, budgets, etc. The average for 14th Lok Sabha was 24 times per Member. 57 Members did not participate. Mr Kharventhan has participated in 187 times and remains 6th or 7th amongst the top performers.

4. Usage of library: He was using the Parliament Library extensively to prepare his notes on various debates.

5. MP funds: He has utilised 100% of the MP funds for welfare projects in his constituency and 99% of the projects have already been implemented.

He will be contesting the elections this time also, if his party permits. If he is re-elected, he wants to score No 1 position in all the above areas in the 15th Lok Sabha.

PodUniversal congratulates him for his top performance and wishes him all the best. Please listen to his interview recorded over phone on 6th March 2009. Please click to play. Mr Navin Chawla controversy - How to appoint politically neutral Election commissioners?

Election Commission of IndiaPodUniversal Edition 60

Mr Navin Chawla, one of the Indian Election Commissioners is under controversy. Even while he was appointed, more than 200 MPs from the opposition submitted a memorandum to the President of India alleging his close links with ruling party. When the matter was challenged in the Supreme Court, Hon'ble Court declared that it was upto the Chief Election Commissioner to recommend the removal.

Few months back, Mr Gopalswami, the present Chief Election Commissioner of India recommended the removal of Mr Navin Chawala to the President of India, on the grounds of political bias. However, President of India rejected his recommendation and appointed Mr Navin Chawla as the next Chief Election Commissioner to take charge from Mr Gopalswami to be effective from 21st April 2009.

This has generated a debate in India amongst the media and people. All along, all such appointments to the high positions were not disputed by political parties. This is the first time, a controversy has arisen for this high constitutional appointment.

For more than two decades, various suggestions have been given for electoral reforms. All the Governments, have not taken serious measures. Now, after this incident, the Institutions like Election Commission should not be viewed with suspicion by 710 million voters. Even while justice is rendered, it should also appear to have been rendered.

In future, even if Mr Navin Chawla takes a genuine decision, it would appear to be biased to the opposition.

To avoid such controversies in future, we sought the views of eminent people like Mr Era. Chezhian (A senior Parliamentarian), Mr N Vittal (Former Central Vigilance Commissioner of India) and Mr T S Krishnamoorthy (Former Chief Election Commissioner of India).

14th Lok Sabha - Review by well known Indian Parliamentarian Era. Chezhian

Erz. Chezhian, a well known ParliamentarianPodUniversal Edition 58

While winding up the 14th Lok Sabha on 26th Feb 2009, Hon'ble Speaker Mr Somnath Chatterjee expressed serious concerns about the functioning of the 14th Lok Sabha. In his speech, he was informing that nearly one-fourth of the Lok Sabha time was wasted in shouting, etc ; Many members did not even raise the questions; Many bills were passed without even a debate.

In a few weeks from now, Indian voters will be electing the 15th Lok Sabha. Unless the voters take this issue seriously, India will have the Lok Sabhas with poor quality members, who may not take interest in Parliamentary procedures.

In an exclusive interview for PodUniversal, Mr Era. Chezhian, a well known and a respected Indian Parlimentarian speaks about the functioning of the current Lok Sabha. Mr Chezian has served more than 22 years in Parliament, both in Lok Sabha and Rajya Sabha. He is a well known Parliament debater. When he was the member of the Parliament, his speeches used to be heard both by the ruling and opposition members keenly. He was also the Chairman of many Parliamentary Committees, including that of the prestigeous Public Accounts Committee.

Though this octogenarian Parliamentarian has retired from active politics, he is presently respected as a 'statesman' by all the political parties all over India. According to him, the Institutions like Parliament can be more effective, only with the active involvement of the citizens and the media.
