What is the significance of PSLV-C7 rocket launched by India?

Today (10 Jan 07) India launched PSLV - C7 rocket carrying four satellites. This is a significant milestone in the Indian Space Programme. India is commencing the commercial launch operations and may compete with developed Nations in this segment. India has distinct advantage of being nearer to the equator.
